Vulnerable Persons Liaison Officer (VPLO)

Dedicated Support for Exceptional Circumstances

At Clerkwell Standards in Government, Leadership & Oversight, we understand the profound impact systemic failures can have on vulnerable individuals, particularly those who feel unheard, unseen, and unsupported in their pursuit of justice. Our Vulnerable Persons Liaison Officer (VPLO) provides tailored support in exceptional cases — where institutional failings pose a risk of severe harm or have implications for broader public safety.

Vulnerable Persons Liaison Officer Duties

The VPLO plays a critical role in safeguarding vulnerable individuals:

  1. Specialised Support: Cases involving trauma, systemic neglect, or mental health issues are managed with empathy and discretion.
  2. Advocacy and Navigation: The VPLO ensures that these individuals receive appropriate support while navigating institutional complaints.
  3. Minors' Rights: Ensuring that minors’ rights and welfare are prioritised in all processes.
  4. Minors' Safety: Provide additional guidance and advocacy where systemic issues may disproportionately impact children.

The VPLO role is designed to:

  1. Act as an intermediary between vulnerable individuals and institutions, ensuring their concerns are addressed with sensitivity and fairness.
  2. Highlight and challenge procedural failures, advocating for safeguards to prevent future harm.
  3. Support individuals in navigating complex complaints processes, ensuring institutional accountability.

While we are committed to supporting those facing injustice, the VPLO is deployed only in exceptional circumstances where systemic failings create an urgent need for intervention. Cases are reviewed on their potential for severe harm and the public interest implications of the issues raised.
